Belgium's B2B e-invoicing mandate has moved fast since going live in January 2026 โ from enforcement kicking in within the same quarter to the country becoming the largest single node on the global Peppol network by mid-year. 1 January 2026 โ B2B mandate goes live
Structured e-invoicing via Peppol BIS 3.0 becomes mandatory for all VAT-registered businesses established in Belgium, with no turnover threshold and no phase-in by company size โ the broadest, fastest B2B rollout of any EU country to date.
1 January โ 31 March 2026 โ Administrative tolerance period
FPS Finance applies a grace period: businesses making good-faith efforts to comply are not fined for early non-compliance.
1 April 2026 โ Enforcement begins
The tolerance period ends. Graduated fines now apply: โฌ1,500 for a first infringement, โฌ3,000 for a second within three months, and โฌ5,000 for a third. See our full breakdown of the grace period ending.
June 2026 โ Belgium passes 2 million Peppol registrations
Belgian registrations in the OpenPeppol directory reach roughly 2.1 million โ around 36% of all Peppol participants worldwide โ making Belgium the single largest country on the network less than six months after the mandate took effect, ahead of Germany, Italy, the Netherlands, and the Nordics combined. 18 July 2026 โ Cabinet approves pre-draft e-reporting law
Belgium's Cabinet approves a pre-draft law that would add a near-real-time e-reporting layer on top of the existing invoicing mandate from 1 January 2028, using a Peppol five-corner model to report transaction data to the tax authority close to the time of invoicing, and would abolish the annual client listing. This has not yet been enacted โ it still needs to pass through Parliament, and the date and scope could change.
What to Watch Next
- Parliamentary progress on the 2028 e-reporting proposal. Until it's enacted, the January 2028 date and the specific data fields required remain provisional.
- EU ViDA cross-border requirements from 1 July 2030, which will layer an EU-wide digital reporting obligation for cross-border intra-EU B2B transactions on top of Belgium's domestic five-corner model.
- Guidance for foreign businesses with only a Belgian VAT number (no establishment) โ currently outside the domestic mandate's scope, but worth monitoring as the e-reporting proposal develops.
