Belgium's Peppol Network Passes 2.1 Million Registrations, Now the World's Largest

Belgium's B2B e-invoicing mandate, which took effect 1 January 2026, has produced the fastest national Peppol adoption curve seen anywhere on the network so far.

That is growth of roughly 1.17 million registrations in five months. As of June 2026, Belgium accounts for around 35.8% of all Peppol participants worldwide — more than Germany, Italy, the Netherlands, the Nordic countries, and the UK combined. For comparison, France (building toward its own September 2026 mandate) sits at roughly 890,000 registrations, and the combined Nordic bloc (Norway, Sweden, Denmark, Finland) is around 623,000.

Belgium's mandate covers all VAT-registered businesses, not just large companies, which is unusual among early EU mandates. Banks and accountancy software platforms also auto-registered their entire client bases on Peppol ahead of the deadline rather than waiting for individual businesses to self-register — a factor specific to how Belgium's rollout was coordinated with the accounting software industry, and a large part of why registrations jumped so far above what compliance alone would predict.

A national mandate that pushes registrations this high has knock-on effects for cross-border trading partners: any business anywhere in the EU that regularly invoices Belgian counterparties is increasingly likely to find them already reachable on Peppol, which lowers the practical cost of adopting Peppol-based e-invoicing elsewhere too — relevant context for businesses in Germany, France, or Ireland evaluating their own Peppol access point strategy.
