April 2026: PDP Certification Wave Begins
The DGFiP has begun issuing the first wave of PDP (Partenaire de Dématérialisation Privé) certifications to private platforms. Several major accounting software providers have announced they are in the certification process or have achieved pre-certification status.
The certification process is rigorous: platforms must demonstrate technical interoperability with the PPF, support for all Factur-X profiles, robust archiving, and real-time status reporting. Businesses should confirm their software provider's PDP certification status before the September 2026 deadline.
March 2026: DGFiP Publishes Implementation Decree Details
The DGFiP published detailed implementation guidance covering:
- The technical specifications for PDP-to-PPF interoperability
- Required Factur-X profile minimums (EN 16931 Confort confirmed as minimum)
- Archiving duration requirements (10 years, consistent with existing VAT rules)
- Exception handling procedures for rejected invoices
The guidance confirms that both the EN 16931 and Extended Factur-X profiles qualify for mandate compliance. The Basic and Minimum profiles do not qualify.
February 2026: Chorus Pro Upgrade Announced
Chorus Pro, the existing B2G e-invoicing portal operated by AIFE, announced a significant technical upgrade planned for Q3 2026. The upgrade will improve performance for large invoice volumes and add Factur-X validation capabilities aligned with the new B2B mandate standards.
Businesses already using Chorus Pro for government invoicing do not need to make changes to their B2G process. The upgrade is backward-compatible.
What to Watch in the Coming Months
PDP certifications: Monitor the DGFiP's official PDP registry for certification status updates. The list is updated as new platforms complete certification.
Software updates: Your invoicing software should be releasing Factur-X EN 16931 profile support and PDP integration in its update roadmap. Check your vendor's changelog and release notes.
Penalty framework: The DGFiP has not yet published the final penalty framework for non-compliance. An announcement is expected in Q2 or Q3 2026. Watch the Journal Officiel for the relevant decree.
Small business guidance: The DGFiP has indicated it will publish specific guidance for very small businesses (micro-enterprises, auto-entrepreneurs) clarifying compliance expectations for Phase 3 (September 2028).
