Legislative Decree 127/2015 enacted
Italy enacted the legal basis for mandatory e-invoicing, delegating the Agenzia delle Entrate to manage the SDI interchange system.
B2G e-invoicing mandatory (central government)
All suppliers to Italian central government entities must submit invoices via SDI in FatturaPA format. Subnational entities already mandated since 2015.
B2B e-invoicing mandatory for all VAT-registered businesses
Landmark date: Italy becomes the first EU member state to mandate B2B e-invoicing for all domestically VAT-registered businesses. All invoices must pass through the SDI system.
Forfettari (flat-rate freelancers) above €25,000/yr — mandatory
Italy extends the B2B e-invoicing mandate to flat-rate freelancers (regime forfettario) whose annual revenue exceeds €25,000.
All forfettari — mandatory (no revenue threshold)
The final threshold is removed. All flat-rate taxpayers (forfettari) regardless of revenue must now issue and receive FatturaPA invoices via SDI.
