Spain's provider landscape splits along the same lines as its regulations: one system for public-sector (B2G) invoicing, and โ once the Crea y Crece B2B mandate applies to you โ a choice between a free government platform and accredited private platforms.
FACe โ B2G Invoicing (Live Since 2015)
FACe (Punto General de Entrada de Facturas Electrรณnicas) is the established platform for invoicing Spanish public administrations, mandatory since 15 January 2015 under Ley 25/2013.
- Who must use it: Any business invoicing Spanish public-sector entities
- Format: Facturae
- Cost: Free
- Website: face.gob.es
This system is unaffected by the B2B mandate developments below and continues to run in parallel.
The Public AEAT Platform (B2B Mandate)
Once the Crea y Crece B2B mandate applies to your business (1 October 2027 for turnover above โฌ8 million, 1 October 2028 for everyone else), you'll be able to use a free public platform operated by the Agencia Tributaria (AEAT).
- Format: UBL (the platform's mandatory syntax)
- Cost: Free
- Likely limitation: As with similar free government portals elsewhere in the EU (France's PPF, for example), expect this to suit low invoice volumes better than high-volume automated workflows โ full technical detail is still being finalized via the implementing Ministerial Order.
Accredited Private Platforms
For higher invoice volumes or tighter ERP integration, businesses can route B2B invoices through an accredited private platform instead of the public solution. Private platforms can support Facturae, UBL, CII, or EDIFACT, depending on the platform.
Spain's accreditation process for these private platforms is tied to the same Royal Decree 238/2026 / Ministerial Order framework that sets the B2B mandate's technical rules. As the accreditation list is published and finalized, expect established Spanish accounting and invoicing vendors โ including those covered in our Spain software comparison โ to pursue accreditation alongside their Verifactu certification.
Verifactu-Certified Invoicing Software
Separately from the B2B mandate's provider choice, any Spanish business using invoicing software needs that software to be Verifactu-certified by its applicable 2027 deadline. How to Choose
- Only invoicing Spanish public bodies today โ FACe/Facturae; nothing changes for you regardless of the B2B mandate timeline
- Low B2B invoice volume once your mandate deadline arrives โ the free public AEAT platform (UBL) may be sufficient
- Higher B2B volume or existing ERP integration needs โ an accredited private platform is likely more practical
- Any business using invoicing software โ confirm Verifactu certification with your vendor regardless of which B2B routing option you eventually choose
What to Verify Before Committing to Any Provider
- Confirm accreditation status directly โ for private B2B platforms, don't rely on "in process" claims once the mandate is close to applying to you
- Ask specifically which formats (UBL vs Facturae vs CII vs EDIFACT) the platform supports natively vs. via conversion
- Confirm whether the same platform also handles your Verifactu obligations, or whether you need separate software for that layer
