France's Six-Month E-Invoicing Pilot Wraps Up Ahead of the September 1 Mandate
The DGFiP's live pilot phase for France's e-invoicing reform — running from late February to 31 August 2026 using real business data — concludes days before the 1 September 2026 mandate takes effect for large and mid-sized companies.
France's DGFiP (Direction Générale des Finances Publiques) ran a six-month pilot phase, from late February through 31 August 2026, to stress-test the e-invoicing infrastructure ahead of the mandate's 1 September 2026 go-live. With the pilot closing days from now, this is the last checkpoint before the mandate becomes mandatory reality for the first wave of businesses.
What the Pilot Covered
Unlike a typical sandbox, the DGFiP pilot used only real business transactions — no test data was permitted. Participation was limited to accredited Plateformes de Dématérialisation Partenaires (PDPs) that had already completed end-to-end testing with the Portail Public de Facturation (PPF), the public invoicing portal. Participating PDPs had to sign a participation charter and obtain explicit customer consent before processing real invoices through the pilot environment. Critically, no data was passed from the PPF to the tax authority during the pilot — the point was to validate that the exchange mechanics worked, not to create live reporting obligations early.
Why This Matters for the September Deadline
From 1 September 2026, all VAT-registered businesses in France must be able to receive structured e-invoices, and large and mid-sized companies must begin issuing e-invoices and e-reporting. The pilot's real-data design means the interoperability issues it surfaced — invoice lifecycle status exchange between PDPs, address resolution via the Central Directory, and validation edge cases — are ones the ecosystem has already worked through under real conditions, rather than issues businesses will discover for the first time in September.
What Businesses Should Do Now
If your business or your accounting software provider participated in the pilot, confirm any issues flagged during testing have been resolved before 1 September. If you didn't participate, the pilot's conclusion is still a useful trigger to do a final check now: confirm your PDP or accounting software (Pennylane, Cegid, Sellsy, Axonaut, and others serving the French market) has completed its own PPF certification, and that your invoice generation has been validated against the latest Factur-X 1.09.2 / ZUGFeRD 2.5.2 rules (see our update on that format release).
